Miller Legend gas driven Serial # KD481281 Stock # 903039

Fixed a few things. And it welds nice.
But I only have 120V gen. power at the left duplex .
And only one leg of the 240V circuit.
Using a VOM. CB1 (Circuitbreaker #1) has 120V
But CB2 does not have any voltage? On the input side wire #54 CR4-4?
Any Ideas what could be wrong?

I also noticed the 120V generator power output seems ok on the one side at idle RPM.
But doubles to 240V when I switch up to high idle- weldingspeed
Is this normal?
