Are you waiting the 15 seconds for the post flow timer to time out? 15 seconds is a long time when you're waiting.

blow out the new valve with air and also blow out the hose too .i had a problem something like this and it was very fine dust that was in the hose.it doesn't take much to get a valve not to close.

sound like the post flow timer is not timing or the relay is stuck like cruzer said.
