YES YOU CAN.
You can buy blocks that are steel bonded to aluminum at great pressure through explosive welding process.
They are used to weld aluminum houses on steel boat decks.
Just google them.

The guy is just trying to learn so he should ask any question he wants. A welding class would be most help but we don't know his situation.
