I have no idea where to local one.
I searched on summitracing and they have an EARL radiator neck (http://www.summitracing.com/parts/EAR-166015ERL/) but for that price, I might as well buy a coolant reservior at $45
I would prefer a cap and a threaded neck so I can just weld the threaded neck to a tank I will built out of aluminum. Ideally, less then $15. Anyone know where to start.

Get jic fitting in the size you want cut it in half (use a union) as that is all you require.
Weld it to your tank and get a jic cap for it and you are done.

Use a threaded bung and a NPT pipe plug for the cap. You could weld a "wing nut style" handle on the pipe plug,or knurled knob for easy removal. Would look trick if done right, and the least expensive thing I can think of.
You can get aluminum bungs on ebay.
