it may be a good idea to find out how much the capacity for the origonal oat was so you ca determine the mximum load you can lift without sinking

It's a good thing that you have a camera, because you sure are stingy with your words.
How about a little more description of what is going to happen with the flange?
Are you going to winch it down to the divers?
Is there a pipe sticking up out of the water a few feet, and you are going to hoist the flange onto it?
It might be obvious to you, but I'm sure I'm not the only one confused.
