Do a search and dig around following links for 'spud gun'.
You should find lots of info/plans on them.

I've made a few spud guns out of PVC, but I don't have any pics. They're actually pretty simple to make, and require the following materials:
-(1) 3" end cap clean out plug
-(1) piece 3" sch40 pipe 18-20" long
-(1) 3"x2" reducer (standard reducer, not a bushing type)
-(1) piece 2" sch40 pipe 36-40" long
-(1) lantern lighter (finger unit that you rotate to light lanterns)
-(1) PVC cement
You can get the pipe, fittings, and glue for less than $15. The lantern lighters can be purchased in the camping section of Wal Mart for around $3.
Do a search, and you should be able to find plans. I use deodorant rather than hairspray, as dodorant leaves a more watery residue after combustion (hairspray is more sticky).

I've got plans coming out my rear end for potato guns! I've even got a fully automatic belt fed spud gun but those plans are not to be shared (as far as I know I'm the only one to succesfuly complete a fully automatic spud gun). Try http://www.spudtech.com/

the fully automatic skars me just a little bit. ive got most of the stuff to make one just need to find out what size chamber and barrel i want. weve made a couple of air powered ones just no full auto here. thanks for the plans guys

You could go with a slightly overisized barrel and use some sort of wadding if you can't find a pipe that has a snug enough fit.
