          Fun4now,

          For a pic resizer for Windows 98, try Irfanview. It's a free download at www.irfanview.com. I use it with Windows XP and it works great for me. This copy and paste is from the Irfanview website:

          IrfanView is a very fast, small, compact and innovative FREEWARE (for non-commercial use) graphic viewer for Windows 9x/ME/NT/2000/XP/2003/Vista.

          So, it looks like you should be able to use it with Windows 98. Hope it works for you.
