My machine ran good at 47 volts for stick rod, but today it seems to be at 38 volts and does not run good.

More info is needed to give any good feedback. What machine? Rod? Material? Ac? dc? Why do you think it's underpowered?

      recalibrate machine

my my machine is a miller 300 pro cat cc/cv with a 1/18" stickrod 6010 at any amperage seems to be running cold. with a dry brand new rod sparks bu does not run. for tig it also use to work i do not know what the voltage was but is at 19 volts and has problems as well. cranked out all the way seems to not do anything with an arc width of almost nothing when it should be at least the size of the tungsten electrode. oil and coolant are at the right levels.
