What's the best way to grind and clean up welds on the inside of a 90 degree angle of box tubing? See weld in pic below. I want it to look like the weld wasn't there. Is there special grinding or filing bits to use to clean it up?

I use a die grinder with a double cut carbide burr and follow that up with mounted point and a stiff wire wheel for final blending.

I'd say your in for some hand finish work, files, sanding and the like to get it blended in nicely.

Will it be painted? Maybe a little body filler/sand and paint?

Won't be painted. It's stainless steel with a #4 satin finish that needs to be matched.

I hope your charging by the hour. I bet it would take a long time to finish that so it looks like its one piece by hand.
