can a 440/460v single phase econotig be converted to a 230v single phase.

Welcome.
The power transformers have different part numbers according to the manual. The PC board looks like it's the same for 200, 230, and 460V models, though. The fan only has one part number, also.
Got no idea what a transformer replacement would cost.
