I am looking at a Miller SD 180 Tig Welder. I was wondering what type of arc start does this unit have. Is it a scratch start or what?

If that is a Miller Syncrowave 180 SD you are talking about, it is not a scratch start. I don't know what to call it, but you push on the pedal, and it starts the arc. Beautifull, automatic if you wish.

When I looked at the 180 I belive it was a high freq.start and a lift arc start options on the control panel

to call it that. The high frequency starts the arc the minute you push on the pedal, even if it's half an inch away.

The 180 SD has high frequency starts. The HF goes off after the arc has started when welding steel, but has to stay on when welding aluminum. I hope that helps you...
